Tom WeschlerChief Tom Weschler

Chief Weschler began with the Naples Police and Fire Department in September 2007 as the Integrity Control Manager. He was appointed Chief of Police and Fire Services in October 2008. Prior to his appointment, he served for 30 years with the Miami Beach Police Department, retiring as a Major in 2007.

Chief Weschler brings with him extensive experience in the area of law enforcement. His career includes assignments as a Major Crimes Detective, Juvenile Officer and the Narcotics Unit. His Supervisory and Command assignments include Patrol, supervision of the Homicide Unit, Commander of Internal Affairs and the Training Division.

He holds a Bachelor of Science degree in Criminal Justice from Florida International University and an A.A. from Miami-Dade College.

John Adams

Captain John Adams, Police Operations Commander

Captain Adams began his law enforcement career in 1979 with the Borough of West Chester Police Department located in Pennsylvania. In 1986 he became a Special Agent with the Drug Enforcement Administration (DEA) and retired in 2006 as the Resident Agent-in-Charge of the DEA Fort Myers Resident Office. In July 2006 he joined the City of Naples Police Department and was subsequently promoted to the rank of Captain in 2007.

He holds a Master’s Degree in Public Administration from Hodges University and a Bachelor of Science Degree in Sociology/Criminal Justice from Saint Joseph’s University, Philadelphia, PA.

He is a member of the Kiwanis Club of Naples; American Society for Industrial Security (ASIS International); Association of Former Federal Narcotics Officers (AFFNA); Solomon’s Lodge No. 3 Free and Accepted Masons.

 

Neal SchaeferLt. Neal Schaefer, Professional Standards

Neal Schaefer was promoted in April 2009 and assigned to oversee the Professional Standards Division. He is responsible for overseeing Internal Affairs, Training, CALEA Accreditation and Public Information.

Prior to joining the Naples Police Department in May 1989, Lt. Schaefer served as a Police Officer with the State University of New York system. As a Naples Police Officer he has worked in Patrol Operations, Bicycle Patrol/Community Policing, and Criminal Investigations. Lt. Schaefer was one of the original COP officers when the unit was first started.

After being promoted to the rank of Sergeant in 1999, he was assigned to patrol operations. Over the last decade he has supervised patrol, special operations, property and evidence/criminal investigations, and community policing/code enforcement.

Lt. Schaefer is a certified CPR/AED instructor and continues to teach police personnel during in-service training. He is a certified Crime Prevention Practitioner, having earned that designation from the State of Florida Attorney General’s Office. He has also been the recipient of numerous awards during his career, including the Lifesaving Award, Medal of Commendation, multiple Command recognitions and the Elks Club Officer of the Year Award.

Robb BockLt. Robert Bock, Criminal Investigations

Lt. Robert Bock began his career with the Naples Police and Fire Department in January 1986. As an officer, Lt. Bock’s assignments included Road Patrol and a Vice, Intelligence and Narcotics Detective. In June 1990 he was promoted to Sergeant where his supervisory assignments included Road Patrol, Vice, Intelligence and Narcotics and being assigned to the DEA Task Force.

In December of 1998 he was promoted to Lieutenant and assigned to what is currently the Professional Standards Division. The assignment included command of Internal Affairs, Training and Community Policing. Lt. Bock was later assigned to Patrol Operations as the afternoon shift Watch Commander. In 2007 Lt. Bock became commanding officer of the Criminal Investigations Division and Community Policing.

He holds a Bachelor’s degree in Police Science from Kent State University.

Served on NPFD’S first Honor Guard, Served as Coordinator for the first Law Enforcement Torch Run. Florida Narcotics Officers Association. U.S. Customs Blue Lightning, Drug Enforcement Agency Drug Unit Commander Academy Graduate.

 

Jon MainesLt. Jon Maines, Patrol Operations

Lt. Jon Maines joined the department in June 1989 as a police officer. He has served in Patrol Operations, Criminal Investigations as a Detective and was assigned as an Agent to the DEA Task Force. As a Sergeant, his assignments include the Patrol Bureau and Special Operations.

Promoted to Lieutenant in 2000, Lt. Maines has commanded the Professional Standards Division where he oversaw Internal Affairs, Training, Recruitment, and Field Training Operations. Lt. Maines is currently assigned to Patrol Operations as a Watch Commander where he oversees day shift patrol and the Special Operations Division which includes the Traffic Unit, Marine Patrol Unit.

He holds a Bachelor of Arts from the University of Wisconsin- Eau Claire.

Florida Internal Affairs Investigators Association (Former Member) and the Fraternal Order of Police.

 

Greg GaffneyLt. Greg Gaffney, Patrol Operations

Lt. Greg Gaffney started with the department in September 1990 as a Patrol Officer. In 1992 he was transferred to the Criminal Investigations Division as a detective where he worked assignments in the Property Crimes Unit, Economic Crimes Unit, Juvenile Unit and Vice Intelligence & Narcotics. In 1999 he was promoted to Sergeant and assigned to Patrol Operations. From 2002 – 2005 he was assigned to the Professional Standards Office to oversee training and recruitment.

Promoted to Lieutenant in 2005, Lt. Gaffney is currently assigned to Patrol Operations as a Watch Commander on the afternoon shift and is commanding officer of the department SWAT Team.

He holds a Bachelor of Science in Business Management from International College and an A.S. Degree in Criminal Justice from Edison State College. He also holds several instructor certifications related to the department’s defensive tactics and Taser training. Throughout his career he has received numerous letters of appreciation and awards for Command Recognition, Outstanding Achievement and Meritorious Service.

    We wanted you to know of actions above and beyond.
    Re: Marine Officer Andy Emerson
    On the evening of November 18th 2009 while in transit to Sarasota from Miami, (our maiden voyage with a 40′ boat) we encountered rougher than expected seas, After a rather harrowing and unnerving night entrance into Naples in high serf we were using all of our electronic sources to find Harbor overnight. (Totally Lost)
    We had some local boat traffic passing us and in a last resort radioed a vessel that had passed us and was returning. What a relief to hear “Naples Police, Officer Emerson how may I assist” over the radio. He not only informed us of our options for dockage but also let us follow him to the Naples City Dock. There he found us an open slip tied up his craft and even assisted us with our lines.
    What a Great Ambassador to your City, He informed us of the hours of operation, facilities and made sure we were secure before returning to his Marine Patrol. Next Morning we awoke to your beautiful City Dock. Met with the Dockmaster and extended our day with Breakfast and shopping before returning to out trip.
    We would really like to express our gratitude to Officer Emerson for his assistance, Its hard to explain how much his kindness, concern, and assistance meant to us as stressed and frazzled as we were from our frightful experience.
    It is due entirely to Officer Emerson that our introduction to the City of Naples has instilled in us that we will return, Tell our friends and make it a destination and port of choice in our travels.
